The Office for Community Development (OCD) administers the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program Grant (HOME) received by the City from the U.S. Department of Housing and Urban Development (HUD).
The CDBG funds may be used for a wide range of activities that improve housing, the living environment and economic opportunities, primarily for persons of low to moderate income. The HOME funds can be used for housing (rehab, new construction, homebuyer) only.
The Holyoke Office for Community Development is a member of the National Community Development Association Region 1 and the National Community Development Association National.
OCD Staff Availability:
The usual working hours are Monday through Friday from 8:30 am to 4:30 pm; staff may be working in-office or remotely.
Staff can be reached by phone (413-322-5610) or email during working hours to answer questions or provide referrals. Due to the small staff size and frequent meetings, calls may be forwarded to voicemail during usual working hours. Messages and email will be generally returned within 24 hours.
Appointments (in person or virtual) are available by prior arrangement with Alicia (Administrator), Zaida (Finance), or Ashley (Special Programs) by calling or emailing the staff person. Staff may be available for early morning or evening appointments, as needed.
